Partnership
The Municipalities of the partnership, located within the eligible for the programme cross-border area, and despite their location in different countries have common characteristics and problems.
Participating partners' areas, being in less developed regions (per capita GDP 75% of the European average), as a whole concern extensively mountainous and disadvantaged areas, they appear to have the highest aging & lower density of population indicator in Europe and are characterized by delayed development, depopulation, low level of public services and geographical isolation due to inadequate transportation infrastructure. The above-mentioned are reflected in the low income per capita and in the minimum contribution to the gross national product at every level.
The Municipalities of the partnership, as shown in their operational plans, have incorporated extroversion as a key driver of development with the upgrading of road infrastructure being a key energizer and accelerator of removing introversion, expanding resilient economic growth and competitiveness and upgrading the quality of life of the population.
A key concern, therefore, is the upgrading of the road infrastructure that will allow the improvement of the operational capacity of public services, the upgrading of the quality of life of the inhabitants, the unlock of economic growth, the unhindered availability of products of the primary sector, the access to the abundant natural and cultural goods and the developmental activation of the tertiary sector.
Based on the limited own resources for all partners, the impossibility of finding funding at the national level for upgrading municipal road construction, makes cross-border cooperation a one-way street, given that in corresponding co-funded cross-border cooperation programs, the corresponding interventions are eligible for co-financing.
